accessibility of FE catalogues.

"Open to All" allows free borrowing for public library members at
all HE and FE libraries (two HE and three FE). No delivery options
as yet. In most cases public library ID cards can be read by HE /
FE systems, so no additional card is required. After one month 40
borrowers registered at Swansea University, one or two only at Swansea
College and Swansea Institute. Groups of learners (eg Open University,
University of the Third Age) have been targetted with information
and staff work shadowing placements are being explored.
